KTZ summed up the results of its work to ensure traffic safety in 2024

As a result of a set of measures aimed at improving control and prevention, the number of safety violations was reduced by 15% by 2023. The traffic safety target was improved by 14%.
In 2024, special attention was paid to preventive measures. Auditors of the KTZ Traffic Safety Department conducted more than 9 thousand inspections, which revealed more than 100 thousand non-conformities. As a result, more than 20 thousand measures were taken to stop the operation of rolling stock and infrastructure devices with low reliability.
To motivate staff, more than 200 employees were rewarded for preventing violations and improving traffic safety indicators. New departmental awards were introduced, which became an important incentive for employees to comply with safety standards.
Automation of traffic safety through diagnostics and control
In 2024, an important achievement was the improvement of the condition of railway tracks. Diagnostic tools (diagnostic cars and flaw detection trolleys) measured more than 460 thousand kilometers of track, which is 19 thousand kilometers more than in 2023. This made it possible to identify more than 4 thousand kilometers with unsatisfactory condition. A decrease in the number of such sections by 395 km and a significant decrease in the number of acutely defective rails and sections with grade 4 faults demonstrate systematic work to prevent emergency situations.
In 2024, using 614 KTSM (Complex of technical means for monitoring the condition of rolling stock), more than 5 million units of rolling stock (cars and locomotives) were monitored, which is 60 thousand units more than in 2023. The number of stopped cars with faulty parts, such as roller and cassette axle boxes, increased by 15% to 2.5 thousand cars.
As part of the process improvement, the functionality of the "Traffic Safety Auditor" system was significantly improved, which allows real-time information on the state of safety at all management levels. The system provides data on the results of audit checks and safety violations over the past 10 years, which allows determining the depth of problems and drawing appropriate conclusions for making management decisions.
In 2024, the Traffic Safety Auditor system was supplemented with new output analysis forms, which provide more detailed data on inspections and violations by structural divisions. A total of 18 new forms were added, which facilitates more accurate monitoring of the situation in the field of traffic safety.
An important step was the implementation of the automated system "Risk Analysis for Traffic Safety", which allows for more accurate calculation of the impact of various risk factors on the safety of train traffic. The system displays the current level of risks and automatically provides information for drawing up corrective measures. In 2024, work was completed on integrating data from the "Traffic Safety Auditor" system and automating the processes of forming corrective measures for risk management, which made it possible to increase the efficiency of management decisions and improve risk monitoring.
In 2024, the Info-Center Information Complex, which monitors the condition of train sections, was supplemented with the Warnings, Track Diagnostics, and Passenger Transportation modules. They provide information on potential risks and help improve the analysis of the infrastructure condition and compliance with the passenger train schedule. The complex's interactive dashboards allow real-time monitoring of operational work, the condition of rolling stock, infrastructure, and traffic safety on all sections of the network. Color indication and a clear interface are provided for ease of perception of information. Regional safety auditors now have access to up-to-date information on the condition of infrastructure and traffic safety in their areas of responsibility, which significantly improves the efficiency and accuracy of decision-making.
Initiatives to improve the Rules and Instructions
One of the key tasks of 2024 was to improve the regulatory and technical documentation. KTZ developed proposals to amend the "Rules for Technical Operation" and "Rules for Safety in Railway Transport", which were sent to the Ministry of Transport. Also, measures were taken to improve the professionalism of specialists, including the visualization of key regulatory documents, such as the "Rules for Technical Operation", "Signalling Instructions" and "Instructions for Train Movement and Shunting Operations", today work continues on digitizing these documents.
Prevention of road accidents and collisions with people
In 2024, 28 road accidents were recorded at railway crossings. Most of the accidents occurred at unguarded crossings, and all of them were the result of violations of traffic rules by drivers of motor vehicles when crossing railway tracks.
In 2024, railway workers conducted more than 2 thousand preventive raids and about 800 meetings at motor transport enterprises. More than 102 thousand drivers were familiarized with the rules for driving through railway crossings. The introduction of modern monitoring technologies at crossings, including the installation of video cameras and Sergek systems, also contributed to a decrease in the number of accidents. Work in this area will be continued in agreement with local executive bodies.
In 2024, 75 cases of collisions with people were recorded. The main causes of incidents are violation of the rules for crossing railway tracks, alcohol intoxication, wearing headphones, and suicides. The largest number of incidents occurred in the Shymkent, Aktobe, Zhambyl and Akmola departments of roads. To prevent collisions with people in 2024, 298 meetings of the coordination council were organized with the participation of representatives of the prosecutor's office, police, transport control authorities and the media. More than 12 thousand meetings were also held with residents of populated areas, in which more than 166 thousand people took part.
Livestock and the railway: increasing the responsibility of owners
In 2024, 2,589 meetings were also held with livestock owners, during which more than 56 thousand people were informed about the rules for grazing and driving livestock across railway tracks. 86,730 extracts from the Code of Administrative Offenses were handed out, which increased the awareness of
livestock owners about safety requirements.
Work was carried out to eliminate cases of running over unsupervised livestock, where a fence was built to prevent livestock from entering the 770-kilometer-long track.
Cooperation with government agencies: a comprehensive approach to safety
KTZ continues to implement the Comprehensive Plan for Ensuring Safety in Railway Transport for 2024-2025, approved by the First Deputy Prime Minister of the Republic of Kazakhstan. The document is aimed at further improving safety on the railway and includes a number of measures that will ensure reliable conditions for the transportation of goods and passengers.
Outlook for 2025
In 2025, KTZ will continue to improve its safety system, including further implementation of automation and improvement of interaction with government agencies. The company plans to develop systems for prompt response to risks and implement new technologies to improve safety in rail transport.
