KTZ initiates stricter fines for cattle grazing near railways
08-10-2026
KTZ, in cooperation with local akimats and the transport police, is actively conducting explanatory work with livestock owners. Since the beginning of the year, approximately 1.3 thousand explanatory meetings have been held, attended by around 34 thousand people.
More than 52 thousand livestock owners have been familiarized with the rules of grazing and driving animals across railway tracks. Administrative action has been taken against 378 livestock owners.
These preventive measures are yielding results: during the first 9 months of 2026, the number of train collisions with livestock decreased to 584 cases (compared to 648 in the same period of 2025). However, the situation remains serious. As a reminder, since 2025, the initial warning for this violation has been abolished, and a fine of 5 MCI (Monthly Calculation Index) is applied immediately (with a 10 MCI fine for repeated offenses). KTZ is now planning to double the fines: up to 10 MCI for the first violation and up to 20 MCI for a repeated offense within a year.
KTZ strongly urges animal owners to strictly observe grazing rules and not to leave livestock unattended near railway tracks.
