Results of the Fuel Resources Center

In 2024, the return of assets related to the equipment of diesel locomotives to state control, as well as the creation of a branch of KTZ-Freight Transportation LLC - the Fuel Resources Center (FRC) made it possible to reduce the costs of a range of services for refueling diesel locomotives with diesel fuel by 37% compared to 2023. In addition, the FRC managed to save 1.2 billion tenge on storing diesel fuel in the Center's warehouses.

Railway costs for additional charges were also reduced by 88.6% compared to 2023. This became possible due to the optimization of logistics processes, including effective management of warehouse logistics, improved shipment planning, accurate tracking of diesel fuel cars and their distribution to fuel depots. In 2024, the total volume of tanks and reservoirs of the Center placed for rent amounted to more than 755 thousand tons, which allowed doubling the rental income compared to 2023.
FRC is actively engaged in the repair of facilities at fuel depots, many of which have not undergone major repairs for several years.

Particular attention is paid to improving the qualifications of the Center's employees. In 2024, 1807 certificates and certificates on industrial safety and labor protection were issued. As part of the training, training events were also held simulating real emergency situations, with the involvement of fire departments, regional emergency departments, as well as representatives of the prosecutor's office and local authorities.

The transition of employees who worked at fuel depots from the private sector to the KTZ group of companies made it possible to take into account their work experience in their previous places in the railway experience, which, in turn, contributed to an increase in wages to 60% of the previous level. In addition, in 2025, there was an increase in wages by another 8.5% - as part of a general increase in KTZ. Since October 1, 2024, a bonus system was introduced in the Fuel Resources Center based on the assessment of personal achievements and the contribution of each employee to the achievement of target indicators. This not only improved employee motivation, but also increased the quality of work.

The Fuel Resources Center manages 54 fuel depots, which cover the entire territory of the Republic of Kazakhstan. The total capacity of the tank farm for storing diesel fuel and other fuels and lubricants is more than 285 thousand cubic meters. The area of open warehouses allows storing up to 116 thousand tons of coal and other bulk and packaged goods at a time. Tanks and warehouses are located in close proximity to the main railway lines, which significantly speeds up the delivery of stored goods and reduces operating costs when storing fuels and lubricants and other materials.

For 2025, the Fuel Resources Center has set tasks to automate work within the framework of the approved Roadmap. Modernization of warehouse infrastructure and improvement of working conditions for workers and engineering and technical personnel also remain an important priority of the work. The Center's staff consists of 1,235 highly qualified specialists working throughout the country.

Today, the Fuel Resources Center is the only operator in Kazakhstan providing services for equipping locomotives with diesel fuel.
