New railway tariff will support the development of Kazakhstan's main railway network

Due to the expiration of the current tariff period in July 2025, NC KTZ JSC submitted an application to the Committee for Regulation of Natural Monopolies for approval of a new tariff for regulated services on the main railway network. The new tariff is planned to be introduced on January 1, 2026.
On October 28, 2025, the Committee held public hearings with the participation of business representatives, industry associations, and other interested parties. During the hearing, the company presented a draft tariff estimate and justification for the proposed tariff change. The main reason for the tariff change is the need to implement an investment program for the development of railway infrastructure, which includes the construction and modernization of the Moiynty-Kyzylzhar, Bakhty-Ayagoz,
Altynkol-Zhetygen, and Beineu-Mangistau sections, the installation of automatic and semi-automatic blocking systems on lines with a total length of over 2,000 km, and major track repairs covering 11,000 km of track.
These measures are being carried out at the direction of the country's leadership and are aimed at developing the mainline network and reducing its wear and tear. Their implementation is envisaged by state development programs, including the National Development Plan of the Republic of Kazakhstan until 2029, the Concept for the Development of Transport and Logistics Potential until 2030, and the Concept for the Development of Rail Transport until 2029.
The current tariff level does not cover the actual costs of maintaining and upgrading the mainline network and does not provide a source of funding for long-term infrastructure development projects.
NC KTZ JSC adheres to the principles of an open tariff policy, promptly informing the market of upcoming changes. Such discussions have been held repeatedly at the Atameken National Chamber of Entrepreneurs with the participation of representatives of the business community.
The company expects a balanced decision following the application review, ensuring the return of investment costs and the sustainability of the mainline railway network.
