Construction of the strategic logistics hub "Tobyl" - a key point of Eurasian transit - has begun

The official start of construction of the new transport and logistics complex "Tobol" was given in Kostanay. It is one of the largest infrastructure projects in the north of Kazakhstan. The project is being built on the territory of the industrial zone of Kostanay and will become a key point in the implementation of the transit strategy outlined by President Kassym-Jomart Tokayev.

The launch ceremony was attended by Deputy Prime Minister of the Republic of Kazakhstan Yermek Kosherbayev, Akim of Kostanay region Kumar Aksakalov, Deputy Chairman of the Management Board of NC KTZ JSC for logistics Yerlan Koishibayev and Chairman of the Board of Directors of Allur companies Andrey Lavrentyev.

The project is being implemented with the participation of JSC "Kedentransservice" and LLP "TLK Tobol" with the support of JSC "Industrial Development Fund". The area of the logistics complex will be 133.6 hectares, the total investment is 64 billion tenge. The design capacity of the TLC "Tobyl" is up to 400 thousand twenty-foot containers (TEU) per year, or over 11 million tons of cargo.

The complex will create 500 new jobs - with a view to employing logisticians, operators, IT specialists, service personnel and young specialists.

 

 

A national-scale hub and infrastructure of the future

Speaking at the launch ceremony, Deputy Prime Minister Yermek Kosherbayev emphasized that the project has significance that goes beyond the region:

— We are not just building a logistics hub — we are laying a solid foundation for a new economic geography of the country. "Tobyl" will become an intellectual platform where logistics, digitalization, education and industry come together. New competencies, new jobs, new meanings for young people will appear here. This is not a regional, but a national project, a catalyst for the growth of the entire country. It will strengthen Kazakhstan's position in global supply chains, open a new horizon for businesses, investors and people who want to grow and develop here, in their homeland, — Yermek Kosherbayev noted.

Today, Kostanay region is one of the leading export centers of Kazakhstan. The region provides more than 70% of iron ore exports and about 30% of all flour products in the country, and is the largest importer of engineering products and components. The launch of the Tobyl TLC is expected to give additional momentum to these indicators in the coming years.

 

Support for the industrial cluster of the region

Akim of the Kostanay region Kumar Aksakalov noted that the launch of construction is more than the beginning of one facility. This is a contribution to the long-term architecture of the country's economic independence.

- The head of state set us the task of forming Kazakhstan as a logistics center of Eurasia. We are starting with specific actions. TLC "Tobyl" will provide logistics support for the rapidly growing industry of the region. Exports will increase, business costs will decrease, new niches for investment and SMEs will appear, - Kumar Aksakalov emphasized.

The complex will be integrated into international transport corridors linking China, Central Asia, Turkey, Iran, Afghanistan and Europe. An increase in cargo turnover is expected both along the route "Northern Kazakhstan - Southern Urals" and in the direction of China.

The territory of the complex will house terminals, warehouses, customs clearance, IT and service zones - on the principle of "everything in one place". A digital system for tracking cargo in real time is provided. Completion of construction is planned for 2027.

Why now

Kostanay region is securing its status as one of the main industrial centers of the country. In 2025 alone, it is planned to launch a KIA plant with a capacity of 70 thousand cars per year, enterprises for the production of auto components and accessories - with a total capacity of more than 220 thousand units. Such a cluster creates opportunities for the development of logistics. And TLC "Tobyl" will become a systemic infrastructure support for the sustainable export of products manufactured in the region, will open up new opportunities for cooperation in the Eurasian space. Thus, the construction of TLC "Tobyl" is an important step in the development of the transit and transport potential of the country and strengthening the position of Kazakhstan as the main industrial and transit hub at the junction of Europe and Asia.
