A meeting of authorized representatives of the railway administrations of the Commonwealth member states on the development of cooperation in the field of safety of transported goods was held in Shymkent.
The meeting was attended by representatives of the railway administrations of Azerbaijan, Tajikistan, Uzbekistan, Kyrgyzstan, Russia, Georgia and Belarus, as well as by videoconference — Armenia, Latvia, Estonia. Ensuring the safety of transported goods remains a priority for KTZ. KTZ constantly develops road maps, comprehensive plans for operational and preventive measures to prevent and suppress illegal actions in railway transport. Prevention Councils operate in the regional freight transportation departments, coordinating work with law enforcement agencies and paramilitary railway security. Thematic months are held throughout the year aimed at strengthening measures to ensure the safety of various types of goods.
In order to increase the level of cargo safety in container trains, KTZ carries out targeted work to improve the transportation process and security measures. In particular, a standard has been established for the duration of stops for transit container trains during technical and technological operations on the territory of the Republic of
Kazakhstan, and the time for processing trains at the Dostyk and Altynkol stations has been reduced. Video cameras have been installed at station facilities and infrastructure sections, and mainline locomotives are equipped with video recorders.
The project "Implementation of a system for accounting and monitoring of rolling stock (Digital frames)" is being implemented, aimed at identifying commercial faults, eliminating uncouplings at border stations and returning cars to pre-joint stations.
The authorized body is currently approving the drafts "Rules for the use of an electronic locking and sealing device in the railway transport of the Republic of Kazakhstan" and "Technical requirements for electronic sealing devices", developed on the basis of interstate standards. After their adoption, the procedure for using an electronic locking and sealing device in container transportation in the China-Europe-China route will be established, allowing online monitoring of the movement of goods along the route based on global navigation satellite systems.
