28-02-2024

During the event, President Kassym-Jomart Tokayev, in a teleconference format, took part in the opening ceremony of the Transport and Logistics Center in Xi'an.

Noting the importance of creating a center for the industry and for Kazakh-Chinese relations in general, the Head of State launched the work of the facility.

This event was preceded by an agreement between the leaders of Kazakhstan and China on the construction of a logistics center in the dry port of Xi'an, which will connect the Chinese city of Shaanxi with Kazakhstan, Central Asia and further with Europe.

The city of Xi'an is a transit hub in China, and the dry port is the largest in this country. Here, up to 40% of the total volume of container trains between China and the EU is formed.

The design capacity of the Kazakh terminal in the dry port of Xi'an is more than 66.5 thousand TEU (twenty-foot equivalent units) per year. The terminal will open access to new markets for exporters from our country, will significantly reduce cargo delivery times and will strengthen Kazakhstan’s position as a reliable transit hub in Eurasia.

Then the President opened a new Innovation Center created by NC KTZ JSC together with the Chinese company Huawei.

According to Nurlan Sauranbayev, Chairman of the Management Board of NC KTZ JSC, this center was created to implement the Smart Railway project. The head of state was presented with digital solutions aimed at increasing the efficiency of railway transport. Projects are implemented with the involvement of world leaders in the field of IT and telecommunications.

To date, KTZ, together with PSA, has developed and launched a seamless digital corridor on the Trans-Caspian route. The system saves time and makes the transportation process as transparent as possible, and makes Kazakhstan attractive for trade flows. A pilot project of a system for the efficient use of Wabtec locomotives is being implemented.

Work is underway to modernize the infrastructure and services of KTZ using cloud solutions, Big Data, Internet of Things (IoT) and artificial intelligence (AI).

In his speech, the Head of State emphasized the importance of opening the Transport, Logistics and Innovation Centers.

– This is a project launched as part of the global initiative “One Belt, One Road”. Kazakhstan fully supports the initiative announced by President Xi Jinping in 2013 in our country. Thanks to this initiative, the construction of the center was completed in the shortest possible time. All this is the result of a successful partnership between the two countries. This project will give new impetus to the development of the Trans-Caspian International Transport Corridor, as well as strengthen trade and economic cooperation in Eurasia. Specialists from Kazakhstan and China took part in the construction of this center. “I express my deep gratitude to all those involved,” he noted.

The President positively assessed the comprehensive measures taken to transform Kazakhstan into the main transit hub on the continent. However, he believes that to achieve true competitiveness it is necessary to adopt innovative solutions that meet modern requirements.
– At a recent extended meeting of the Government, I paid special attention to the issue of digitalization of all spheres of the economy. A solid foundation has been formed in Kazakhstan for the implementation of advanced IT solutions. The domestic railway industry must urgently join the digital race. There is a certain groundwork, as we saw today. Due to accelerated digitalization, we will in the very near future significantly increase the efficiency of transportation and optimize costs. This will give a powerful impetus to the development of not only the transport and logistics sector, but also the entire economy. It is important that IT solutions are not implemented separately, but comprehensively complement each other, creating a single digital ecosystem,” said Kassym-Jomart Tokayev.
To accomplish this task, the Head of State considers it necessary to attract domestic companies.

– I fully support the proposal to involve domestic IT companies in this work. There are many such companies and specialists in the country. It is necessary to establish effective connections with global IT companies. This strategy must be implemented in all sectors of the economy,” the President summed up his speech.

At the end of the meeting, Kassym-Jomart Tokayev expressed gratitude to foreign companies participating in joint projects.
Also speaking at the Innovation Center site were the General Director of Huawei Technologies Kazakhstan Zhao Xu, the Chairman of the Board of Directors of Lianyungang Port Group Yang Long, the General Director of Global DTS Ui Tan Yong, the Senior Vice President of Wabtec Corporation for the CIS, Europe, the Middle East and Africa Baihan Guohan, Director Alan Tech LLP Bauyrzhan Aytileu.
