Low-carbon development
According to the World Meteorological Organization, the rate of temperature increase in the surface layer of the atmosphere is unprecedented in the entire history of climate observations. The current pace of climate change requires immediate action to reduce greenhouse gas emissions, both at the global and national levels.
In December 2020, Kazakhstan announced a new goal – achieving carbon neutrality by 2060, confirming its obligations under the Paris Agreement on preventing global temperature growth by more than 1.5–2 degrees C0. Achieving ambitious climate goals is a huge challenge for Kazakhstan and for the whole world.
On February 2, 2023, the "Strategy for achieving carbon neutrality of the Republic of Kazakhstan until 2060" was approved by the Decree of the President of the Republic of Kazakhstan.
The main goal of low-carbon development strategies is to achieve a balance between anthropogenic emissions from sources and absorption by sinks of greenhouse gases.
On August 25, 2022, the Board of Directors of Samruk-Kazyna JSC approved the Concept of Low-carbon Development of Samruk-Kazyna JSC and the Plan for the Fund's transition to a Low-carbon business Model (Protocol No. 200).
In turn, to contribute to the reduction of greenhouse gas emissions, on December 26, 2022, the decision of the Board of JSC NC KTZ approved the "Concept of low-carbon development of the Joint Stock Company "National Company "Kazakhstan Temir Zholy" and its subsidiaries until 2060" (Protocol No. 02/49, question No. 3).

At the same time, based on the Concept, on March 10, 2023, an Action Plan for the low-carbon development of JSC NC KTZ and its subsidiaries for the period 2023-2027 was approved, with a detailed description of the measures taken.
