Education:

In 2008 he graduated from the Moscow Institute of Physics and Technology  with a degree in Applied Mathematics and Physics.
In 2010, he received a Master of Science degree from the same institute, specializing in Applied Mathematics and Physics.

Labor activity:

Yelzhas Otynshiev began his career in 2007 as a consultant in the Business Valuation and Transaction Advisory Department at Ernst & Young’s Moscow office.

From 2009 to 2019, he held various positions at Samruk-Kazyna JSC and its subsidiary companies.

From 2021 to 2023, he served in senior leadership roles at KIDF, where he oversaw investment portfolio management.

From April 2023 until his appointment, he served as Managing Director for Strategy and Asset Management and a Member of the Management Board of Samruk-Kazyna JSC. In this role, he was responsible for overseeing the Fund’s portfolio companies across the oil and gas, railway, mining, and other sectors.

Since February 2024, he has been a member of the Board of Directors of Kazakhstan Temir Zholy JSC. In 2023, he was awarded the “Yeren Yenbegi Ushin” (For Distinguished Labour) Medal, a state decoration of the Republic of Kazakhstan.
 

Currently, Ye. M. Otynshiyev serves as the Chairman of the Management Board of NC KTZ JSC.
