Railway transport in 2017 increased the shipment of grain and flour in grain equivalent by more than 800 thousand tons compared to 2016

 

On December 29, JSC NC Kazakhstan Temir Zholy held a press conference on the provision of grain transportation of a new crop.

According to Oralkhan Kulakov, the head of JSC KTZ - Freight Transportation, 8.9 million tons of grain were shipped this year (of which 3, 1 million tons are in the domestic communication, 5.8 million tons for export) 3.2 million tons of flour (including 0.8 million tons in the domestic communication, 2.4 million tons for export).

In grain equivalent in 2017, the volume of grain and grocery loading will amount to 13.5 million tons, which is 6.3% higher than the level of the previous year. Growth in grain equivalent in 2017 compared with 2016 amounted to 805 thousand tons, including for export - 547 thousand tons.

According to Oralkhan Kulakov, this year the traditional geography of sales markets of Kazakh grain and flour has been preserved. These are Uzbekistan (2 million tons), Tajikistan (1 million tons), Afghanistan (2.1 million tons) and Iran (2 million tons).

Shipments in the direction of these countries in grain equivalent increased in the amount of 364 thousand tons. Transportation grew: to Uzbekistan by 7%, Iran - by 26%, Afghanistan - by 6%. The main increase in transportation volumes occurred in November-December.

At the same time, in the direction of Iran the structure of the transported nomenclature of grain crops changed: the barley transportation volumes increased by 63% (324 thousand tons), the volume of wheat transportation by 185 thousand tons, which were reoriented to the markets of Central Asia.

"The peculiarity of this season is also the fact that the record harvests are collected in Russia and Ukraine. This factor influenced the transport and grain markets of Kazakhstan. As a result of increasing demand for grain trucks in the Russian Federation, and increasing rates on them in the neighboring country, there was an outflow of foreign private operators that previously worked in the Kazakhstan market, " he said.

He stressed that due to the difference in the purchase price on the territories bordering the Russian Federation, there was a flow of grain to Kazakhstan, which later was reoriented to the countries of Central Asia. As a result, the demand for grain exports increased, which, in turn, reduced the infrastructure capacity of the Central Asian region.

With a view of operative decisions for the admission of export shipments KTZ took the following measures:

1) Organized shuttle-trains with a speed of 800 km per day;

2) The issue with the Uzbek Railways on the construction of additional roads on the Keles-Chukursai section has been resolved, thanks to which a daily pass of 100,000 tons of cargo (26-30 pairs of trains) or 3 million tons per month is provided;

3) In the Aktau port, newly constructed Northern Terminal with a handling capacity of 120,000 tons per month was put into full production capacity;

4) Existing fleet - 4 vessels of JSC KTZ Express Shipping - ensures the export of Kazakh grain from ports of the Republic of Kazakhstan.

Among the reasons for the shortage of wagons, as noted by the Ministry of Agriculture, was the slowdown in the turnover of cars. At the same time, the analysis shows that the turnover of cars this year increased by 10 days compared to the same period last year. Our main losses in the turnover of wagons occur at the initial and final operations carried out by consignors and consignees.

To increase freight turnover and realize the export potential of the country, the Ministry of Agriculture made a proposal to build a Class-A terminal on the territory of Afghanistan, which will allow for the transportation of flour evenly throughout the year, especially in summer.

The issue of infrastructure restrictions is being solved in the Aktau port, where a seasonal multimodal complex for grain transportation has been organized. This service consolidates in a single chain all participants of the transportation process: manufacturers, elevators, car operators, traders, brokers and others.

The solution of the issue is seen in the further development of container shipments of grain and flour. This year more than 8 thousand tons of grain cargoes in containers were transported. The delivery was made by destination to Vietnam via the port of Lianyungang. The loading of containers with tare grain by Mersin (Turkey), through the new Kars - Akhalkalaki railway line, and also loading into the PRC (Xinjiang) is carried out. In 2018, JSC NC KTZ plans to produce 5 thousand containers.

At the same time, the Company proposes to tighten economic measures for shippers to implement the turnover of cars in the adjacent territories of Kazakhstan at the points of unloading and loading.

It is planned to attract an additional park of 2000 cars at a market price of 15,000 tenge, which will increase the used grain storage fleet to 11,000 cars. Although there is a possibility of turning wagons into "warehouses on wheels" under the existing restrictions on infrastructure in the countries of Central Asia.
